Scope

K39 Consulting assumed responsibility for the development and delivery of a 10 year (Plus), $900mil, strategic contract on behalf of Explosive Materiel Branch. This short notice secondment was a result of the client recognizing critical schedule risks associated with Request For Tender (RFT) development and release. K39 Consulting assumed full accountability for the design and delivery, within a vastly condensed (4 months) timeframe, of a full AUSDEFCON Statement of Work (SoW) suite (with correctly mapped linkages to the Conditions of Contract) and the design of a bespoke Performance Management Framework (PMF).

K39 Consulting’s scope of work grow post delivery of the AUSDEFCON SoW and PMF with K39 Consulting jointly developing the Conditions of Tender (CoT), leading the development of the Tender Evaluation Plan (TEP), leading the technical evaluation working group, delivery of the Source Evaluation Report (SER) and development of Contract Negotiation Plan, which included a custom designed two stage Contract Negotiation Directive (CND) methodology.

Outcomes

Despite the truncated timeframe K39 Consulting was a fundamental force in the design and delivery of a transformational Contract that enables:

  • Continuous management efficiency and operation optimisation throughout the Contract term in order to provide greater value for money to the Commonwealth.

  • Greater proficiency in the use of Government owned facilities to enhance domestic manufacturing via the application of a facilities multi-tenancy / Contractor management approach.

  • Increased Defence manufacturing capability & capacity (including a surge capacity) ownership through the development of contractual tools that facilitates greater flexibility of production versus supply-chain demand. Delivery of the above Contract objectives is unpinned via the establishment of a, strategically targeted, Performance Management Framework. The PMF was designed by K39 Consulting and seeks to build greater collaboration between the parties, improve contract management behaviours, increase ‘best for Defence’ outcomes and drive perpetual improvement.
